A retirement annuity (RA) is a tax-favoured South African retirement investment that is generally locked until age 55. Under standard rules, you are limited to taking only one-third as cash upon retirement. However, for SA expats who have permanently left the country, special exemptions exist that allow you to cash in your South African retirement annuity long before you reach retirement age.
To access your funds early, you must meet two non-negotiable criteria regarding your tax status:
You must formally cease your South African tax residency with SARS.
You must maintain this SA tax non-resident status for three consecutive years.
Only once this 3-year lock-in period is complete are you eligible for a full retirement annuity withdrawal from South Africa.
Changing your status from resident to non-resident is the “key” to the vault.

You can often backdate your tax emigration to the date you permanently left South Africa. Confirm you have ceased tax residency with SARS (Financial Emigration via SARB has been phased out).
Submit your withdrawal request once the 3-year rule is satisfied (or backdated).
SARS calculates any tax due on the lump sum.
Net funds are paid into a South African “Blocked” (Non-Resident) account.
You convert the Rands to Euros and transfer them to your Dutch account.
